TRI-COUNTY GUN CLUB RULES AND PROCEDURES

Amended June 2007 – New and revised rules in bold

 

General Range Rules apply to all TCGC ranges and property.

 

1.                  TCGC rules and procedures are for the safety and comfort of its members, guests, the surrounding communities and the environment, and to preserve TCGC as a facility for the safe use of firearms.  Any violation of the rules or procedures may result in cancellation of TCGC membership by the TCGC Board.

2.                  Photo Identification Gate Cards and TCGC keys may not be used by anyone other than the club member to whom they were issued.  Photo ID cards must be worn in plain sight when on club property.  Photo ID cards are the property of TCGC and must be surrendered to TCGC officials or employees on request.

3.                  Eye and ear protection is required on some ranges, and is recommended for all ranges.  See the individual range rules.  Persons under the age of 18 must wear eye and ear protection on active ranges.

4.                  Observe the NRA Gun Safety Rules:

a.                  Always keep the gun pointed in a safe direction.

b.                  Always keep your finger off the trigger until ready to shoot.

c.                  Always keep the gun unloaded until ready to use.

5.                  Individual TCGC members may bring a maximum of 5 guests with them to the range, and must remain with the guests at all times.  No more than one guest at a time may be shooting.  Members are responsible for the observation of TCGC rules and procedures by their guests, therefore guests should be thoroughly familiar with TCGC rules and procedures before using a range.

6.                  Any minors (under 21) must be closely supervised by a TCGC member at all times.  The member may not shoot while a minor is shooting, and must closely supervise the minor’s shooting and firearms handling.

7.                  Except when shooting on a designated range, no loaded guns may be carried on TCGC property except by uniformed Law Enforcement or U.S. Military personnel, or civilians and law enforcement personnel who are entitled to carry a concealed firearm under Oregon or federal statute.  Non-uniformed personnel may not carry exposed handguns on club property except when shooting on a range.

8.                  No alcoholic beverages, illegal drugs or illegal substances are permitted on TCGC property.  Persons under the influence of alcohol, drugs or other intoxicants are not permitted on TCGC property.

9.                  All shooting will be on designated ranges only.

10.              Shooting at wildlife is strictly prohibited.

11.              No loaded firearms are allowed inside the Clubhouse, except as permitted under General Range Rule 7.

12.              Outdoor range shooting hours are 8:00am until sunset, or until 10:00pm on TCGC-approved illuminated shotgun ranges.

13.              No airborne targets may be used except for regulation clay targets on the skeet, trap and sporting clays shotgun ranges.

14.              Only TCGC-authorized targets and target holders may be used on all ranges.  Targets and distances not specified in the individual range rules must be approved by the TCGC Board.  Target holders are range-specific and must not be used on any other ranges.

15.              Shooting cross-range at extreme angles on ranges with multiple firing points is prohibited.

16.              Shooters must put away target stands after shooting.  Live or misfired ammo must be placed in the Dud Ammo cans found on the ranges, not in trash cans.  Do not leave used targets, brass, cleaning patches, etc. on the range; clean up the range before leaving.

17.              Bullet lead may not be mined without TCGC Board approval.

18.              Cannons may be used only with prior approval of the TCGC Board.

19.              Fully automatic firearms may not be fired in full auto mode on TCGC property.

20.              Firing of armor-piercing, tracer and .50BMG ammo is prohibited on TCGC property.


21.              Firearms may be loaded only on the firing line.  Firearms not on the firing line must have their actions open and magazines removed, unless the firearm is cased.  Uncased rifles and handguns carried behind the firing line should have their muzzles pointing up.  Shotguns must not be pointed at persons on the property.

22.              No rapid firing is allowed except on the Action Range.  Rapid firing is firing more than two shots in a one second period.  All shooting must be deliberate, controlled and aimed fire.  Uncontrolled firing is firing from the hip, or any other firing where the firearm is not aimed by having the shooter’s eye aligned with the firearm sights.  Rifles and shotguns must be fired while the butt of the stock is against the shoulder.

23.              Bullet impacts off the range, into side berms, into structures or into any other range features which are unauthorized for bullet impacts are strictly prohibited.  A few bullet strikes near the target while sighting in is permitted as long as the bullets are contained within the range.  Repeated misses of the target or bullet strikes that ricochet so that there is danger of the bullet leaving the range are prohibited.

24.              All classes or formal instructional sessions conducted on TCGC property must be authorized by the TCGC Board.

25.              Disruptive activities, such as loud music, are not permitted on TCGC property.

26.              Vehicles must be parked so that they do not interfere with the flow of traffic or obstruct fire lanes.

27.              Pet owners are responsible for picking up after their pets.

28.              Smoking is prohibited in the Indoor Range building and inside the Clubhouse.

29.              Failure to appear when requested to meet with the TCGC Board will result in loss of membership.

30.              The shooting of black powder muzzle loaders and cap & ball firearms is restricted to the Black Powder and Action ranges.

31.              Any exceptions, modifications or additions to TCGC Rules and Procedures for individual members or guests must be approved by the TCGC Board.  Activities Chairmen are authorized by the TCGC Board to conduct competitive matches, are the individuals responsible for the safe conduct of those activities, and may modify these Range Rules for the purpose of conducting matches or activities approved by the TCGC Board.

32.              CEASE FIRE PROCEDURE for General Purpose, Big Bore, Conventional Pistol, Indoor, Black Powder and Rimfire Rifle Ranges:

a.       When the command “CEASE FIRE” is heard, all firearms shall immediately be unloaded and  detachable magazines removed.  The actions shall be fixed open and the firearms benched or grounded with the muzzles pointing downrange for the duration of the Cease Fire.

b.      When a Cease Fire is called, the safe range condition must be verbally or visually acknowledged by everyone on that range.

c.       During a Cease Fire no firearms may be handled.

d.      On ranges with shooting benches, no one may remain at the bench during a Cease Fire.

e.       On ranges with yellow safety lines, everyone must be either behind the yellow safety line or downrange at the target line during a Cease Fire.

f.        The first person moving downrange under a Cease Fire will place the flag designating a Safe Range in the holder in front of the firing line.

g.       During a Cease Fire, only after all those present have returned from the targets and are safely behind the yellow safety line may brass in front of the firing line be picked up and chronographs set up.  This is necessary to keep range users away from the shooting benches while people are downrange.

33.              Chamber flags are mandatory for all uncased handguns, rifles and carbines on all ranges, including those firearms benched or grounded on the Action Range.

34.              Muzzles must extend in front of the firing line.  Firing from behind the line is unsafe and must not be used as a means of capturing expended cartridge cases.

35.              No loaded rifle, handgun, carbine or slug shotgun may have the muzzle elevated above the baffle or impact area.

36.              Firearms may never sweep or be pointed at anyone at any time, regardless of the loaded or unloaded condition of the firearm.

37.              All cased firearms must be uncased at the firing line with muzzles pointed downrange toward the impact area.

38.              All uncased firearms carried from a vehicle to a firing line must be transported muzzle up, action open, and a chamber flag in place.

39.              No paintball or airsoft (plastic pellets) shooting on the property.

GENERAL PURPOSE RANGE

 

1.                  Eye and ear protection is recommended.

2.                  All metallic cartridge rifles, except .50 BMG, may be used on this range.

3.                  Centerfire metallic cartridge hunting handguns, with 5 ˝ inch or longer barrels, may be used on this range.

4.                  Shotgun slugs may be used on this range.

5.                  No rapid firing or uncontrolled firing is allowed.  All shooting must be deliberate, controlled and aimed fire which strikes the impact berm.

6.                  Only paper targets are permitted, except when authorized by the TCGC Board.

7.                  Targets must be placed at the 50yd and 100yd target lines only.

8.                  All targets must be attached to target holders specific for that range and approved by TCGC.

9.                  Firearms with muzzle brakes are restricted to the last ten benches (positions #1-#10) on the left (West) end of the firing line.

10.              When there are more than 5 shooters on the range, in order to allow reasonable periods for shooting without repeated interruptions, routine (non-emergency) Cease Fires will be called only on the Hour and on the Half-hour.

BIG BORE RANGE

 

1.                  Eye and ear protection is required in the Pits.

2.                  Shooting any metallic rifle cartridge, except .50BMG, is permitted.

3.                  No rapid firing or uncontrolled firing is allowed.  All shooting must be deliberate, controlled and aimed fire which strikes the impact berm.

4.                  Paper targets and TCGC-supplied or authorized metal targets are the only targets permitted on this range.  All targets must be placed on approved target holders specific for this range.

a.                  Targets at the 200/300 yard lines must be serviced via the access road.

b.                  200, 300 and 600 yard targets are to be placed on cardboard backers in target carriers.

c.                  Targets at any distance other than 200, 300 or 600 yards are not permitted without the authorization of the Executive Range Officer.

d.                  No 100yd targets are allowed, except for Certified Benchrest shooters.

5.                  Use of the 600 yard firing line is permitted only by arrangement with the Executive Range Officer.

6.                  Firearms with muzzle brakes are restricted to the last ten benches on the right (East) end of the firing line.

CONVENTIONAL PISTOL RANGE

 

1.                  Eye and ear protection is recommended.

2.                  Handguns of caliber no larger than .50, and .22 rimfire rifles may be used on this range.

3.                  Holsters are not permitted on this range.

4.                  Handguns may only be handled at the firing line.  Handguns off the firing line must be cased in some manner.

5.                  All targets must be attached to target holders that are specific for that range and approved by TCGC.    No unauthorized target holders are permitted.  Only paper targets may be used on this range.

6.                  The firing line is the back edge of the bench, muzzles must extend in front of this firing line.

ACTION RANGE

 

1.                  Eye and ear protection is recommended.

2.                  Only TCGC members who have successfully completed the Safety Certification course are permitted unsupervised use of this range.  An uncertified guest may practice on this range if directly supervised by a Safety Certified member.  Safety Certified members may have more than one guest, but only one uncertified guest at a time may be shooting.

3.                  Pistols, pistol caliber carbines (including .30 M1 Carbine), pistol caliber rifles, and shotguns may be used on this range.  All rifle-caliber firearms are prohibited.

4.                  No loaded firearms except on the firing line.

5.                  Paper, cardboard and approved metal targets may be used on this range.  Other targets approved for matches on this range may be used for practice if approved by the Activity Chairman and cleaned up after use.

6.                  Props are not to be used as target holders.

7.                  All shooting, including rapid firing, must be deliberate, aimed fire.  Targets must be placed so that all rounds fired are safely contained within the shooting bay.

8.                  Shooting from outside the area of the bay, or from behind the mouth of the bay, is prohibited.

INDOOR RANGE

 

1.                  Eye and ear protection is recommended.

2.                  Air guns (BB and pellet) and .22LR rimfires only.

3.                  Only air pistols and air rifles may be shot from the 10-meter line (front line).  .22LR rimfires must be fired from the 50ft line (back line).

4.                  All shooting must be at paper targets on approved target holders.

5.                  When shooting prone, all shooting must be on the lowest bank of targets.

6.                  After shooting, tables are to be put away. 

7.                  This range is not subject to the shooting hours of the outdoor ranges, and may be used at any hour.

8.                  No loaded firearms are permitted in the indoor range classroom, chambers must be open and chamber flags in place.

SHOTGUN RANGE

 

1.                  Eye and ear protection is recommended, and required under supervised conditions.

2.                  Only shotguns and regulation clay bird targets are permitted.

3.                  Maximum lead and non-toxic shot shotshell load limits:

a.       Skeet:  1-1/8 oz. of #8-1/2 or #9 shot

b.      Trap:  1-1/8 oz. of #7-1/2 shot, 3 drams powder

c.       Sporting Clays:  1-1/8 oz. of #7-1/2 shot, 3 drams powder

d.      Patterning Board:  #BBB shot maximum

4.                  Slugs are not permitted on the shotgun ranges.

5.                  Actions must be kept open except when shooting.

6.                  Muzzles must be pointed either DOWNRANGE or UP.  Broken open shotguns must point at the ground.

7.                  All shooting is done from designated firing points only.  No shooting from the clubhouse porch or cross shooting from one range to another.

8.                  A gun may be loaded only at designated firing points when it is that shooter’s turn to shoot.  Load only the one or two shells that the game requires.

9.                  Do not load your gun when a safety cone is visible on the Trap House.

10.              Spring traps on the Trap Range:

a.            No shot size larger than #7 ˝ (the smaller the number, the larger the shot).

b.            Control the direction of fire to keep shot fallout on safe areas of TCGC property.

c.            Pick up your empty hulls and trash after shooting.

11.              All shotgun patterning must be done on the provided Patterning Board.

12.              The Skeet and Sporting Clays ranges are closed except for TCGC supervised shoots.

13.              Shotgun shooters must take great care to avoid covering persons with the muzzles of their shotguns, whether the gun is loaded or not, and whether the gun is broken open or not.

14.              Pump and semi-auto shotguns must have their actions open when the shotgun is grounded.

RIMFIRE RIFLE RANGE

 

  1. Eye and ear protection is recommended.
  2. .17 and .22 rimfire rifles only- no handguns.
  3. All targets must be attached to target holders that are specific for that range and approved by TCGC.

No unauthorized target holders.

  1. Targets may be placed at 40m, 50yd, 50m, 60m, 77m and 100yd.  Paper targets may be placed at 25 yards.
  2. Paper targets must be mounted on approved holders.
  3. Metal targets must be on approved metal stands and bullet traps must be in place for shooting.  Traps and stands may not be moved.  Stands and traps must be placed in the stowed position when shooting is finished.
  4. Shooting may be from standing, kneeling, sitting, prone and bench positions.

BLACK POWDER RANGE

 

BLACK POWDER SHOOTING

1.                  Eye and ear protection is recommended.

2.                  Only black powder and silhouette type firearms may be used on this range.

3.                  No smoking underneath the covered area.

4.                  Cap or prime only on the firing line.

5.                  No open black powder cans on the loading line, firing line or in any buildings.

6.                  Guns are to be carried with the muzzle up between the loading benches and the firing line.

7.                  Flintlock shooters must use a shield between themselves and the next shooter.

8.                  All shooting must be from the firing line.

9.                  Wipe the bore of muzzle loader firearms between each shot.

10.              Used cleaning patches and targets are to be discarded in the containers provided.

11.              Do not blow down the barrel of a firearm.

12.              Extreme caution and the Standard Rule from the National Governing Body must be used when clearing a black powder firearm that will not fire.

 

SILHOUETTE SHOOTING

1.                  Eye and ear protection is recommended.

2.                  Targets must be approved metal or paper targets on approved holders.

3.                  Any bolt action rifle must use cast bullets.

4.                  Lever action rifles:  no full metal jacket bullets or belted magnums.  .270 and 30-06 must use cast bullets.

5.                  Silhouette targets must be set on authorized target stands:  chicken at 50 meters or 200 meters, pigs at 100 meters, turkeys at 150 meters, rams at 200 meters.

6.                  No handguns.

7.                  Silhouette shooters must be Certified to shoot on this range.
